3.投标人资格要求

3.1投标人应具有独立承担民事责任的能力；具有良好的商业信誉和健全的财务会计制度；具有履行合同所必需的设备和专业技术能力；有依法缴纳税收和社会保障资金的良好记录；参加政府采购活动前三年内，在经营活动中没有重大违法记录；法律、行政法规规定的其他条件。

3.2投标人的特定资格要求：

3.2.1投标人为医疗器械生产企业的：第二类、第三类医疗器械生产企业提供《医疗器械生产许可证》、第一类医疗器械生产企业提供第一类医疗器械生产备案凭证；

投标人为医疗器械经营企业的：第三类医疗器械经营企业提供《医疗器械经营许可证》、第二类医疗器械经营企业提供第二类医疗器械经营备案凭证；

3.2.2投标设备若纳入中华人民共和国医疗器械监督管理的，第一类医疗器械必须具备食品药品监督管理部门颁发的医疗器械备案凭证；第二、三类医疗器械必须具备食品药品监督管理部门颁发的医疗器械注册证。

3.3国际招标有关主管部门在中国国际招标网上公布的投标人在投标截止日前六个月内驳回投诉、不良投诉累计达到2次及以上，或一年内累计到达3次及以上的，投标人无资格参与本次投标。

3.4本项目不接受联合体投标。

3.5未领购招标文件不可以参加投标。

3.Qualification Requirements For Bidder
